About Net Zero Industry

Our mission is to ensure a competitive and resilient Swedish manufacturing industry with net-zero greenhouse gas emissions by 2040.

We aim to:

  • Foster an industry characterized by a circular economy, with product development and production systems that minimize resource use, optimize resource efficiency, and extend product lifespans.
  • Prepare the manufacturing industry to become more adaptive, resilient, and well-equipped to handle sudden disruptions.
  • Reduce greenhouse gas emissions and energy consumption from products, materials, and processes.

How do we work within Net Zero Industry?

Focus on a systems approach

Achieving our mission requires work to transform large, complex and established industrial ecosystems. Many processes and systems need to be transformed within the manufacturing industry and its value chains, both upstream and downstream. This involves parallel changes at the overall system level and targeted efforts within the various parts of the system.

Theory of change

All programmes within Impact Innovation have a theory of change that describes the logic of the programme at an overall level.

The illustration above is Net Zero Industry’s first version, and it will be continuously developed throughout the programme’s lifetime. Our basic approach is that continuous analysis of the system and the surrounding world is required, together with a broad range of initiatives that are developed over time.

The goal is to identify a broad portfolio of initiatives that address the different perspectives required for system change, and to stimulate bottom-up innovation in collaboration within the ecosystem. The programme works to continuously identify new needs for innovation initiatives with different perspectives that are required for us to take greater steps towards system change.

In order to continuously identify needs, the programme office has a clear core process. The process is not linear and shows how the programme mobilises and facilitates.

Enabling initiatives

Based on its mission, the programme will create opportunities and conditions for the manufacturing industry to move from three identified challenges to three desirable goals. This involves systematically understanding the challenges facing the manufacturing industry, mobilising the system and gathering information on needs, gaps and desirable effects.

With this knowledge, the programme will identify the interventions that can contribute to clear progress towards the goals and the mission, and in close collaboration with the financiers, develop targeted initiatives. The financiers are responsible for calls for proposals/initiatives, while the programme office conducts workshops and webinars, for example, and supports both new and existing projects.

The illustration shows how the programme identifies needs, gaps and desired effects through dialogue forums, a broad Net Zero forum and an industrial strategy council. The programme’s steering group then prioritises and guides the direction through action plans and needs assessments that are submitted to the financiers. In the final step, the financiers use the needs assessment to form the most appropriate initiatives that make a difference through an innovative initiative portfolio. Continuous monitoring and control of outcomes are crucial to ensure that the programme is accurately targeted.
