Why circular economy needs upstream resource targets

The circular economy is often highlighted as a key solution for more sustainable resource use. At the same time, there is a lack of clear and binding targets for reducing overall resource use – something that risks slowing down progress.

This webinar presents new research showing why the focus needs to shift from downstream measures, such as recycling, to policy instruments that address the use of virgin materials at the beginning of the value chain. The session will explore how such instruments can be designed and what is required for them to be effective.
